  15. <p>     Speed up, urges Dr. Jeffrey Sachs.

  17. <p>     Slow down, advises Dr. Jeffrey Sachs.
  18. </p>
  19. <p>     A small army of Americans is rushing to help the Russian
  20. economy. Some are samaritans; some are charlatans. Many are
  21. looking to make a quick buck; others are searching for
  22. adventure. There are even two people named Dr. Jeffrey Sachs.
  23. Harvard's Jeffrey D. Sachs, 37, is better known. But there is
  24. also Jeffrey A. Sachs, 38, a dentist who was once a
  25. social-policy adviser to New York Governors Hugh Carey and Mario
  26. Cuomo. Jeffrey A. runs Ecolink, a New York City-based project
  27. that is trying to show the Russians how to use public finance
  28. to build an AIDS hospital in Moscow and grain-storage
  29. facilities.

  31. <p>     The presence of Jeffrey A. and Jeffrey D. on the same turf
  32. causes both confusion and irritation. The Boston Globe in June
  33. published an op-ed piece by Jeffrey A. that Jeffrey D.'s
  34. Cambridge colleagues thought he had written. The paper later had
  35. to print a clarification. Officials at the Institute of USA and
  36. Canada Studies in Moscow have taken to calling them Jeffrey I
  37. and Jeffrey II.
  38. </p>
  39. <p>     The two have diametrically opposed views of how to cure
  40. the Russian economy. While the economist draws on his experience in
  41. Bolivia and Poland to urge radical reforms, the dentist draws on
  42. his work on New York City welfare programs to say the Russians
  43. must go slow.
  44. </p>
  45. <p>     New York's Jeffrey is bemused by the nominal confusion,
  46. saying it's "an annoyance more than a real problem." Harvard's
  47. Jeffrey, though, is not laughing. He says this has become a
  48. sideshow that distracts from serious matters at hand.
